Horse owner faces more animal neglect charges

NEW WINDSOR – A Plattekill woman, who was charged in Orange County with failure to provide proper sustenance for animals after malnourish five horses were confiscated from a barn she rented in Hamptonburgh, she has now been arrested on additional charges in Ulster County.

After the initial arrest of Constance Dirago, 58, in Orange County, three horses died in a three-week period.

Dirago has now been charged with an additional 25 counts of animal neglect after she moved her remaining horses to Modena.

The case has been investigated by the Hudson Valley SPCA Humane Law Enforcement, Ulster County SPCA Humane Law Enforcement and the State Police.
