Kingston man arrested as fugitive from justice
KINGSTON – Police in Kingston arrested a Kingston man Monday night and charged him with being a fugitive from justice.
Torrel Skinner, 29, of 79 Franklin Street, was wanted by Winchester Police in Winsted, CT for two counts of failure of a sex offender to verify his address, police said.
Skinner was located at 79 Franklin Street and arrested.
