Self-proclaimed gang leader arrested for cocaine possession

KINGSTON – A man, who says he is a local street gang leader, and a woman, were arrested by Kingston City Police on Friday after they investigated reports of illegal drug transactions at 20 North Street where he lives.

Troy Blackwell, also known as “Tek,” 20, and Alexandra Balcom, 20, of 16 John Street in Kingston, were taken into custody after detectives from the Special Investigations Unit searched 20 North Street and recovered a substantial amount of cocaine and drug paraphernalia.

Blackwell was at home at the time of the search. Balcom arrived and was found in possession of marijuana.

Police charged Blackwell with felony drug possession, and misdemeanors of criminally using drug paraphernalia and endangering the welfare of a child. Balcom was issued an appearance ticket returnable to city court.
