TARRYTOWN – Two Bronx men have been arrested and charged with possessing over 700 Oxycodone pills with a street value of over $62,000. Thruway State Police arrested Chayan Caraballo Urbaez, 21, and Laurence Fermin-Rodriguez, 22, while driving northbound on I-95 in New Rochelle on Friday morning.
