New Hampshire man arrested on drug, weapons charges

RYE BROOK -- Westchester County police have arrested a New Hampshire man on drug and weapons charges yesterday and seized more than $30,000 worth of marijuana and illegal prescription pills following a traffic stop on the Hutchinson River Parkway.

Detective Joseph Berardi of the Department of Public Safety was traveling north on the Hutchinson River Parkway near King Street in Rye Brook when he observed a vehicle drift from the right lane into the center lane. He pulled the vehicle over and, while speaking with the driver, observed a small amount of marijuana on the floor of the car.

He also observed that the vehicle had a small camera mounted to the rear license plate, enabling the driver to observe who was following him on a monitor mounted in the passenger compartment.

Berardi called for backup and requested a narcotics detection canine be brought to the scene. Detective Mark Carey and his canine Helena responded and Helena indicated the presence of narcotics in the back seat area and the trunk of the vehicle.

A subsequent search turned up five pounds of high-grade marijuana, 840 oxycontin pills and a loaded Kel-Tec .380-caliber semiautomatic handgun.

Arrested was Victor Toyens-Valcarcel, 38, of Manchester, N.H.  He was charged with criminal possession of a controlled substance with intent to sell in the third degree, criminal possession of marijuana in the second degree, and criminal possession of a weapon in the second degree, all felonies.
