Felony drug arrest on Thruway

CLARKSTOWN - Two subjects are facing felony drug charges after being stopped by a Trooper assigned to SP Tarrytown.  At approximately 10:45PM, Wednesday, a Trooper noticed a car failing to use its directional signal to change lanes and was driving on the right shoulder of  I-87 Northbound, in the Town of Clarkstown, County of Rockland. 

The vehicle was impounded and a clear bag was located in the spare tire area of the trunk containing 190 glassine envelopes of Heroin.  Approximate street value of the drugs is $5000.

The driver Joshua J. Rutan, 25, of Marathon, and his passenger Vincent F. Williams, 30, of Ithaca, were arrested for Criminal Possession of a Controlled Substance 3rd and Criminal Possession of a Controlled Substance 3rd Sale.  The driver was also charged Driving While Ability Impaired by Drugs and the passenger was additional charged with False Personation for giving a false name. Subsequent to a traffic stop for the violations observed, the driver and passenger were both found to be unlicensed

Both subjects were arraigned before Town of Clarkstown Town Justice Craig Johns. Williams was remanded to Rockland County Jail with no bail. Rutan was remanded to Rockland County Jail in lieu of $10,000 bail.
