Lynch appointed to Dutchess County Resource Recovery Agency Board

POUGHKEEPSIE - The Dutchess County Legislature has appointed R. Stephen Lynch to serve on the Board of Directors of the County’s Resource Recovery Agency.

Lynch is an expert and speaker in the field of waste-to-energy, sewer and water facilities, waste flow control and other environmental policy issues.

Since 1987, Lynch has provided solid waste financial, economic and planning services to numerous counties and solid waste authorities throughout New York as well as the United States Senate, the National Solid Waste Management Association, the National League of Cities, New York City Economic Development Corporation and New York Environmental Facilities Corporation.

His firm also serves as contract administrator of two regional solid waste systems: the Eastern Connecticut Resource Recovery Authority and the Adirondack Resource Recovery Project each of which, like the Dutchess County Resource Recovery Authority, are responsible for the operation and administration of a 500 ton per day waste-to-energy facility.

In that capacity Lynch manages waste procurement, rate setting, systems operations, planning, budgeting, and reporting for more than $200 million of in-place solid waste facilities with a combined annual budget in excess of $45 million.

“We’re very pleased to have someone of his professional caliber to serve on the Agency Board,” said Richard Keller-Coffey, the County Legislature’s liaison to the Dutchess Waste Agency. “With recent and substantial costs increases incurred by the agency and important public policy issues to be addressed, such as solid waste flow control options in the county, Mr. Lynch’s 25 years of expertise will be of great value.”

Lynch was appointed for a two-year term by vote of the County Legislature.
